This is very difficult because of the car-centered design of the city, but on a small scale a similar program "Sunday Streets" has been relatively successful.

They talk about how the public is really resistant to the idea of not being able to drive in the city even though there are so many potential benefits. The article suggests that they start it on a small scale and let people get used to the idea, because once they try it they might realize how beneficial it can be.

Something I thought was interesting was the mention of DUIs, I guess it makes sense that as such a driving centered city there would be a lot of them. A carless day would decrease these dangerous situations. Air pollution and smog were also cited as a reason to pursue this initiative, as well as increasing positive social interactions within the city.
