What person, group or organization is being profiled, and why are they of interest to this project?
The central pollution control board is being invested in this study(CPCB). The group was formed in 1981 as the Air(Prevention and Control of Pollution Act). This came following the original Water Act of 1974. The goal of the air quality sector of the board is to monitor the air quality status, its trends,a nd to cnotrol and regulation pollution in order to meet high quality standards.
The group is broken up into two subsections. Both involving the focus being on Air pollution, the two gropus are the CPCB which consults with the government while the State pullution control board advises state government. The CPCB has the general goals of advising the central govenrment on air pollution matters, to plan a national program on air pollution preventation, and to collect data and publicize it to the public about Indias overall environemtal pollutants. The stats run more of an immediate action amongst its city and state region. The state govenrment is to plan a program of prevention of air pollution, to advise the state govenrment on matters of air quality, to collaboarte with CPCB, and to collect and inspect air pollution collections.
What have they done – through research, or a public health program or education forum, for example-- that illustrates how they have worked to improve air pollution governance and environmental public health?
One of the most noticeable things the company has done was one of their later projects. It is shown throuhg data collected in teh 1990s that the emissions of heavy diesel vehicles were decreased. In 1991 the CO g/kmhr) was recorded to be normally around 14 g/kmhr. The records show in 1996 that the CO levels droped to about 11.2 g/kmhr. Finally after a 4 Bharat Stage implementation, the CO levels dropped to 1.5 g/kmhr)
The Bharat program was then further investigated
An article reported that India would be moving to its V stage of its Bharat plan so that it could curb its emission of sulfer. During the previous stages sulfer was to be depleted in its use of fuel so now it is being requested that it goes down to 10 ppm verses in stage IV its 50 ppm necessity. Sulphor makes fuel very dirty and lowers the effeicieny of car converters. To decrease the sulfer will result in less pollution fo the air. this article came out describing India's plan right after it had Delhi declared as the dirtiest city in teh world(the plan says it wont be completed until 2020, so was this just a publicity stunt??- look into how it is being put into action). The company will enforce these rules by making them strict standards for all cara providers. The plan is to first implement these rules in northern India by around spring 2015. It is believed that this goal was made in order to help the health and environemtn. In 2013, the Global Burden of Disease study said that the outdoor pollutants of India were the 5th leading cause of death in the conutry and accounted for nearly 620,000 deaths.
The main objective of CPCB is to monitor the quality of air and water in India. One of the mroe specific areas of interest the group has now turned to is the execution fo the National Air Quality Monitoring Programme(NAMP). The goals of NAMP is to find the statussa and trends of different air qualities across all of India. It hopes to also identify any violating cities to these air quality measures. Finaly they want to have more information and knowedge about violating areas so that they can make effective and preventative pollution measures to implement in these abusing regions.
What timeline of events illustrates how this way of addressing environmental public health has developed?
In the 90's the focus was on dropping CO levels
In the 2000's it is clear that sulfer and car emissions are the focus to fix with the implemetnation of the Stage V in 2015
The air quality in the chart reads from CPCB that the sulfer has gone down since 1996- this makes one question the validity of this board. it is saying all over how the country is the dirties in teh world. it is hard to believe that it is improved as much as it is stating.
Does this person, group or organization claim to have a new or unique way of addressing environmental public health? Does this approach point to or suggest problems with other approaches?
The current force of action is setting up a network of 342 air quality stations all across india. The stations stretch over 127 cities and 26 states. The task of each station is to monitor the four main air pollutants, which inclue SO2, NO2, SPM(Suspended Partcticulate Matter) and Respirable Suspended Partcicular matter(RSPM/PM10). These four particles have already been identified to be present at each location. The test run over 24 hours and are take twice a week, which total to about 104 observations of data analysis a year to monitor.
What data have they collected or used to support their approach to environmental public health? What visualizations of this data have been created?
They have air pollution collected data bases from 2007 to 2014 showing their implementation of NAMP
there has been a lot of external pressure from outside India such as the WHO, which have pushed them to start looking at enviornmetal pulic health.
What research has the organization produce or drawon on in their initiatives – in the last year, and over the last decade?
There is an SO2 and NO2 report from 2006(very outdated)
Air quality of major cities in 2007, 2001, and 2002
air quality of delhi in 2007, 2006, and 2005
From 2007 to 2014 FINALLY found some ambient air and noise pollution levels. Shows that they actually are still using the program and it idd not become outdated.
What kinds of technology and infrastructure do they rely on in the production of environmental health care?
can not fund projects to help with the crippling infrastructure.
What social ecology does this person, group or organization work within, and how did it shaped their way of conceiving and engaging asthma?
This entire organization is run for its people by its governmet. Though it is not part of the Mininistry, which was discussed in the last annotation, this board was put together by teh govenrment. It works locally and on the national government level to monitor all of India in terms of its air and water. It does not go into the specifics of partciulary ashmath, but it is very clear that its mission is to cut down on air pollution and to create a safer environment for its people and its planet. In terms of air pollution it talks about the major rissk that come along with breathing in these dangerious chemicals. SO2, NO2, SRMs are all on its list of things to test and monitor. They are aware that these are causing premature death to its people as well. Though it does not focus on asthma it is clear that this could be a player in these diseases.
The orgnaization has been run for thirty eyars and has been said to implement some of its projects throuhg other orgnaizaitons. It is important to note this becuase it makes it clear that even thoug it is run by teh govnerment, it is not just a GO but a conglomerate looing to bring together avairous environemtal agencies in all areas across india
What events or data seem to have motivated their ways of thinking about and engaging environmental health?
new Delhi was voted the most polluted city in teh world. it started taking action in terms of the Bahrat Stage V implementation right away. It is clear that it is trying to clean things up. At teh same time this organziation has been around since the early 80s and during that time emissions have gone up statntially and ahve dropped since hitting its peak. It is clear that the board had little understanding of what was cuasing the pollution and did little to preven tit orgianlly. now it is trying to get ahead of having it get worse.
What funding enables their work and possibly shapes their way of thinking about environmental health?
The group works in coalitition with many other India anti pollution board committees. It is very clear that this Board is working wiht some of teh governemnts most involved agencies to trya nd implement NAMP. Some organizations that are said to have taken part in the implementation of NAMP with CPCB include, the State Pollution Control Boards, Pollution Control Commitees, National Environmental Engineering REsearch Insitutte, and Nagpur.
It is also noted under the urban enviornmetal plan that there is little money to be put into the infrastructure investments. Thus they are looking for costom ideas on how to make their urabnization more liveable for its citizens.
The CPCB was created under the World Bank funded Environmental Mangament Capcaity Building project
What in the history of this person, group or organization likely shaped the way they conceived or and engage environmental health
They started getting involved in the 1970s and 1908s with these progrma.s there is no clear indication that there was an influence but one can most likely conclud ethat it was druing this time that a sruge in automboile and industiral practices took place. in addition, It iwll be further researched.
What does this person, group or organization seem to find methodologically challenging or concerning in dealing with environmental health?
they lack the funds!
there is a huge surge in urbanization that it is hard to fund projects that can hel with the pollution rates as the people keep coming into the area. Leading to inhuman strcuctres and facilities for people to live in
What kinds of governance are (implicitly or explicitly) called for in the way they think about environmental health?
they want to deplete air pollution because it is not just taking the lives of is people but it is also repordely costing them money! it is economically burdgening the country with having people die from these pollutants. When people get sick, miss work, or die, it is up to companies to pay for those missed work days and loss of reliable employees. The drive to help with pollution is not only for its people of India but also for its economical standpoint.
How can The Asthma Files enable or supplement this way of thinking about environmental health, and the work of this person, group or organization?
we can certianly refer to this group. it lacks some pertinent information in years worth of information but it does have a pretty legit approach on its implmenetation of prgorams. Though it lacks the data i feel as though it has a lot of influence or at least involvment with other organziations. it is one of the leading govenrment programs as well so it should certianly be noted and followed
