As the deepening of the industrialization and urbanization, energy resource consumption keeps growing, and the pressure of air pollution prevention and control continues to increase. This action plan is developed in order to improve air quality in China.”

The main purpose of this plan is to introduce various methods to control air pollution in China and let the governments of each province, autonomous regions and direct-controlled municipality to implement those methods. As a result, the national air quality will be improved in five years. The heavy polluted days will be gradually eliminated and national air quality will be improved dramatically after another five years or longer.

The AIR POLLUTION PREVENTION AND CONTROL ACTION PLAN has another name called 10 point plan in air pollution because the action plan consists of ten comprehensive approaches to reduce air pollution.

No equity issue is addressed in the article. But the plan states that in order to advance the clean use of coal, the government will give compensation to shantytowns and other areas with low income to promote the use of natural gas instead of coal.

Since it’s an action plan issued by the State Council of the People's Republic of China, the chief administrative authority, the action plan is referenced and implemented by provincial government and municipal government. Each level of government was assigned air pollution reduction quota and they need to draft more specific plans to meet the quota.

Can you learn anything from the article or report’s bibliography that tells us something about how the article or report was produced?
This article doesn’t have a bibliography. But Uses of general concepts such as “Deng Xiaoping’s Theory” and “Scientific Development” suggests that the plan is produced by policy makers and served for political purposes. However, it mentions specific quota for example By 2017, “Fine particulate matter annual concentration in Beijing shall be controlled below 60 micrograms per cubic meter.” The quota need to be decided by comprehensive research to ensure whether they are practical or not. However, the research needed isn’t mention in the plan.

The action plan states that local government need to disclose air quality policies and measures to the public. I found that the State Council announced that they added air quality reports of another 116 cities to established reports of 74 cities in July 2013, which means the public would have more information about the air quality.
