One is the way you, as an author, provide a explanation to somebody who has never read this article, and the other, your personal opinion about it. Making clear when your doing either one or the other exercise is very important to avoid misunderstandings. Let me explain:
\nThe first article was not meant to be academic, although was published in an academic journal. It's part of a section which authors explain a topic and, apparently, can provide their own point of view. As you see, it was infortunate how the author presupposes that somethings might changed but only temporarily, without providing much analysis. Saying that authoritative is equal to unefficient should be put in context.
\nNow, what you have to think is how to analyze the piece, trying to avoid considerations like "Nothing original was used to produce the claims in the article" or "Chinese government is so authoritative that whatever it does to ensure the air quality during Olympic Game, it's only a temporary fix". Try instead of opening a polemic first, to dialogue with the article. If you consider that the article was not clear about a point consider explaining that this was not a research paper, but anyways lacks of data to claim something. Or, when the use of a term, like authoritative, is misleading try to explain why (i.e. there was not sufficient context, there are wrong assumptions, etc.).
